Information has the power to transform lives. The fundamental right of access to information is critical for both governments and the people they serve and is particularly crucial for women. It provides for a more meaningful voice, enabling women to participate in public life, access public services, and make better decisions for themselves, their families, and their communities. Access to information is a tool that provides the power to ensure that social services reach women, including marginalized women, support true social accountability, and promote women’s political and economic empowerment. Informed women can exercise their rights to clean water, a safe environment, transportation, housing, education, and health services, understand policies, help determine public priorities, and engage more meaningfully in public life.
Women are the least likely to demand and receive information yet are perhaps the most in need of this powerful tool. Studies undertaken by the Carter Center have demonstrated that women do not access information with the same frequency, ease, and rate of success as men. The main barriers to women’s access to information were identified as illiteracy, fear, lack of awareness about the right to information, not knowing where to go or how to ask, cultural norms, poverty, insufficient time and/or mobility, etc.
The Carter Center’s Inform Women, Transform Lives campaign seeks to raise awareness about women’s right to information, to increase the number of women accessing information about municipal and social services in participating cities, and to support these local governments in reaching women with meaningful information. The campaign strives to demonstrate the transformative impact that having meaningful information has on individual women, their families, and the wider community. The campaign includes integrated media campaigns, civil society participation, a mural project, and collaboration and exchange of ideas between The Carter Center and the municipalities selected to participate in this transformative global initiative. The ultimate impact will be women are more aware of and able to transform their lives through access to information.
Project Scope
The Inform Women, Transform Lives campaign is seeking to engage talented, creative, and innovative muralists to design and paint a mural in each of the select cities.
The city will identify the appropriate wall for the mural and will participate along with The Carter Center in the selection of the successful muralist. Selection criteria will include craftsmanship, originality, and interpretation of the topic.
The mural design should feature women and strive to depict the value and transformative power of women’s access to information. Muralists should have extensive experience working with the communities and painting large walls. The design should be for a minimum of 100 sq feet or 9 sq. meters, with the potential for larger. This is an all-inclusive project.
The selected artist is responsible for:
- Wall preparation including pressure washing and surface scraping
- Priming with a high-quality primer
- All paint and any other tools needed
- A UV and graffiti protective clear coat over the entire mural
- All necessary equipment including ladders, scaffold, aerial work platforms, pressure washers, paint sprayers, etc.
- Any assistants needed
- Liability insurance, as appropriate
The selected artist should be experienced in operating all equipment safely.
